Keep your Vietnamese number active abroad: one-way lock, ten days, two-way lock, then 45 days before the carrier reuses the number. Plus the identity rules.

To keep a Vietnamese number active abroad you are dealing with two clocks, and they start from different events. The first is the familiar one, India and the Philippines run versions of it: the account runs out of validity, the carrier locks it in stages, and after a fixed number of days the number goes back into the pool. The second starts from the state's records. From 15 April 2026, the Government Portal's account of Circular 08/2026/TT-BKHCN requires mobile subscriber information to be checked against the national identity system, including a facial biometric. A number in the transition classes below can be terminated with credit still on it.
The paying clock, in the carrier's own words
VinaPhone's policy page sets the stages out in order. This is the carrier page we could quote, and the stages in this section are VinaPhone's. When the account's validity ends the line is suspended in the outgoing direction first, which leaves incoming calls and messages working: "Sau khi bị ngừng cung cấp dịch vụ một chiều (đi), thuê bao có 10 ngày duy trì liên lạc và chờ nạp thêm tài khoản để (mở đủ hai chiều đi, đến) tiếp tục sử dụng." Ten days of that, and a top-up restores the line.
Fail to top up and the second stage begins on day eleven, on the same page: "Thuê bao sẽ bị ngừng cung cấp dịch vụ hai chiều (đi, đến) trong trường hợp không thực hiện nạp tiền vào tài khoản trong vòng 10 ngày duy trì liên lạc nói trên, tức thuê bao sẽ bị ngừng cung cấp dịch vụ hai chiều ngay vào ngày thứ 11 sau khi bị ngừng cung cấp dịch vụ một chiều (đi)." Two-way suspension stops incoming service as well as outgoing. The page does not say a message sent after that waits to be delivered.
Then comes the part with a deadline worth writing down, because the carrier splits it in two: "Sau khi bị ngừng cung cấp dịch vụ hai chiều (đi, đến) thuê bao có 30 ngày giữ số theo quy định hiện hành của CQQLNN và VINAPHONE cho phép thuê bao có thêm 15 ngày chờ khôi phục số và làm lại số." The first thirty days are the retention period the page attributes to state regulation; the fifteen days after them are VinaPhone's own extension, and during that window the subscriber can restore the original SIM at a transaction point. At the end of both, the same policy page states the outcome: "Sau thời hạn 45 ngày (30 giữ số + 15 ngày chờ khôi phục), nếu chủ thuê bao không đến ĐGD để khôi phục số đã bị ngừng cung cấp dịch vụ hai chiều, VINAPHONE thực hiện hủy thuê bao và tái sử dụng số trên hệ thống quản lý và khai thác dịch vụ."
Those forty-five days start when the two-way lock starts. A count that begins on the day validity ends reaches reuse on day 56.
The same page carries a much shorter clock. It starts when registration is completed. VinaPhone states that registration is void if the service is not activated within 72 hours: "Chậm nhất 72 giờ kể từ khi hoàn thành đăng ký thông tin thuê bao tại ĐGD, ĐGD lưu động, Điểm DVUQ nếu không kích hoạt sử dụng dịch vụ thì thông tin thuê bao đã đăng ký sẽ bị hủy." A SIM that was never registered is not on this clock.
The identity clock, which a top-up does not stop
From 15 April 2026 Vietnam requires subscriber information to be verified against the national identity system. The Government Portal's policy section describes four fields to be checked: the personal identity number, the subscriber's full name, the date of birth, and "thông tin sinh trắc học ảnh khuôn mặt", a facial biometric. Verification runs through one of four routes: the national VNeID application, the carrier's own app, a transaction point the carrier owns, or a point another business runs under the carrier's authorization.
The Philippines already has a registration clock that can deactivate a SIM. This circular adds a check against the national identity system, facial biometric included. A top-up leaves that check untouched.
For one class of numbers the portal lays out a schedule, and the class is H2H numbers of Vietnamese citizens outside four earlier clauses: "Đối với các số thuê bao di động H2H của người có quốc tịch Việt Nam không thuộc các trường hợp quy định tại khoản 1, khoản 2, khoản 3, khoản 4 Điều này". For those, the same page gives the carriers 30 days from the circular's effect to notify, and, measured from that same date, "Trong vòng 60 ngày kể từ ngày Thông tư này có hiệu lực, doanh nghiệp viễn thông tạm dừng cung cấp dịch vụ viễn thông chiều đi (gọi điện thoại, gửi tin nhắn SMS đến số thuê bao khác) và gửi thông báo đề nghị thuê bao cập nhật, chuẩn hóa thông tin". The suspension at this stage is the outgoing direction only, so the line can still receive.
The next sixty days are counted from that one-way suspension, not from the circular's effect. The same page states: "Trong vòng 60 ngày kể từ ngày tạm dừng cung cấp dịch vụ viễn thông chiều đi, doanh nghiệp viễn thông phải hoàn thành việc cập nhật, chuẩn hóa thông tin thuê bao và bổ sung xác thực sinh trắc học ảnh khuôn mặt của thuê bao."
After that window, the Government Portal's account states that the carrier "tạm dừng cung cấp dịch vụ viễn thông hai chiều đồng thời thông báo thuê bao sẽ bị thanh lý hợp đồng, chấm dứt cung cấp dịch vụ viễn thông nếu không thực hiện; thanh lý hợp đồng, chấm dứt cung cấp dịch vụ viễn thông sau 05 ngày kể từ ngày tạm dừng cung cấp dịch vụ viễn thông hai chiều nếu cá nhân, tổ chức không thực hiện". Five days from the two-way suspension to termination. VinaPhone's fifteen-day restoration window for an unpaid balance is a different document, and these quoted steps end at termination.
Numbers registered with a foreign passport are a separate class on the same page: "Đối với các số thuê bao do người có quốc tịch nước ngoài sử dụng hộ chiếu để đăng ký thông tin thuê bao" and "Trong vòng 60 ngày kể từ ngày Thông tư này có hiệu lực: doanh nghiệp viễn thông phải thông báo, hoàn thành xác thực lại thông tin thuê bao theo quy định tại Điều 6 Thông tư này." One-way suspension follows where that re-verification is missing or wrong, and the page then uses the same five-day termination already quoted.
What the two clocks mean together
A Vietnamese number left abroad can fail in either direction, and the two failures look the same from outside. On the H2H timetable above, outgoing service can stop while credit remains, and termination is five days after the later two-way suspension. On VinaPhone's paying clock, a correctly registered SIM that runs out of validity loses outgoing service first and is reused 45 days after the two-way lock. A top-up reaches only that second clock, and only inside the first ten days. The fifteen days after the thirty-day retention still need a person at a transaction point.
What we could not read
Viettel's site, in the copies saved on 28 September 2026, returned a short script that sets a cookie and reloads, and the response contained no policy text. MobiFone's and Vietnamobile's public pages we fetched are navigation without a retention policy, so the retention policy we could read and quote is VinaPhone's. That limit applies to the paying clock. The identity timetable above is the Government Portal's account of the circular, addressed to telecom enterprises, not a VinaPhone-only rule.
The circular's own full text was not readable at the address the Government Portal uses for it, and the gazette copy of Decree 115/2025, which governs the number pool, downloads in a legacy Vietnamese encoding whose diacritics do not survive extraction; that decree is therefore cited nowhere on this page. The quotations above come from the Portal's policy section reproducing the circular, which is where we could read it.
Before you fly
- Note the day the account's validity ends. That is day zero of VinaPhone's ten-day outgoing-only window. Reuse is 45 days after the two-way lock, day 56 on that count.
- Top up inside ten days and incoming service stays up.
- If the number is in the H2H transition above, or registered with a foreign passport, finish the verification before you go. A top-up leaves that check untouched.
- A registration that is not activated has 72 hours before it is void. The count starts when registration is completed.
