Chicago has a further local charge the statewide percentage does not replace. The same article says Illinois allows local per-line taxes of $5.00 per line per month in Chicago, and it prices a four-line $100 plan in Chicago at $35.74 in state and local taxes. That $35.74 is the city example. It is not a second copy of the 38.32% stacked on top.

The largest campuses split between downstate and Chicago. The University of Illinois Urbana-Champaign enrolls 16,144 international students, the University of Chicago 7,634, Northwestern 7,019, the University of Illinois Chicago 5,583, and Illinois Institute of Technology 5,079. A student at Urbana and a student in the Loop buy the same national prepaid cards. The Chicago per-line charge is the part that is not national.
